Coinbase CEO Brian Armstrong stated on CNBC Squawk Box Asia that regulatory clarity could reach the market either through cloture on the CLARITY Act H.R. 3633 scheduled for September 15 or through accelerated SEC and CFTC rulemaking around the same period. The comment explicitly separated the timeline from any ethics-related stall or ETF rotation flow.

The dual-path outlook arrives while majors remain in a choppy range. Traders have priced in modest downside pressure on the news that clarity may arrive through either legislative or agency routes.
