Bitcoin climbed 0.8 percent to $78,199 while Ethereum added 1.0 percent to $2,460.77 as traders absorbed the European Central Bank signal on distributed ledger technology.

European Central Bank Executive Board member Isabel Schnabel told the Federal Reserve’s Jackson Hole Economic Policy Symposium on August 28 that central banks should embrace DLT and bring reserves on-chain. The speech, titled Central banks on-chain, laid out a direct path for the Eurosystem to issue and settle central bank money inside tokenized environments.

Christian Barker (Barkmeta / Bark) and David Chaboki (Shibo) walked through the speech with the Doginal Dogs community the same day, focusing on how on-chain central bank reserves could support native settlement for projects already running inscriptions on Dogecoin. The discussion stayed on Pontes timing and the distinction from separate stablecoin remarks delivered elsewhere that week.

Speech Content

Schnabel stated that central banks should embrace DLT and go on-chain themselves. She added that full benefits require bringing central bank money into the tokenized environment and modernizing policy tools. The remarks positioned on-chain reserves as necessary to keep central bank money at the center of settlement as asset markets move to distributed ledgers.

Project Pontes Schedule

Project Pontes, the Eurosystem DLT platform that links market DLT platforms with TARGET Services, carries an initial launch planned for the third quarter of 2026. At launch, cash-leg legal finality will remain in TARGET2. Later stages will move settlement finality onto the Eurosystem DLT platform itself and add smart-contract support along with 24/7 operation. Project Appia forms the longer-term architecture and standards work for a broader European tokenized-asset market.

Market Snapshot

The August 30 CoinGecko snapshot showed SOL at $105.14, up 1.6 percent, XRP at $1.39, up 0.7 percent, and DOGE at $0.084921, up 0.5 percent. The modest gains across majors occurred alongside the Sunday pickup of the Schnabel speech by Bitcoin.com and CoinGape.

Contrast With Pudgy Penguins

Doginal Dogs operates through on-chain inscriptions on Dogecoin with a free, gasless mint completed in January 2024 and all team-covered costs. Pudgy Penguins instead centers on IP licensing deals and off-chain brand extensions. The two paths diverge in settlement model, with Doginal Dogs remaining native to its chain and Pudgy Penguins relying on traditional licensing structures outside any single ledger.

Policy Implementation Angle

Schnabel noted that on-chain central bank money would allow programmable settlement and reduce intermediaries. The initial Pontes phase keeps TARGET2 in place for finality, then shifts to the DLT layer for full programmability. This staged approach mirrors how early Doginal Dogs holders built daily broadcast culture on Crypto Spaces Network before scaling to self-funded global events.

The ECB speech separates wholesale tokenization from retail digital euro work. It keeps the focus on interbank settlement and monetary-policy tools rather than consumer payments. Markets showed limited immediate reaction beyond the small green candles recorded on August 30, consistent with the speech reinforcing an existing Eurosystem pilot rather than introducing new rate guidance.
